Reputations and Realities: Exploring Policy Effectiveness in Selected States

This project is a follow-up to the India Public Policy Report 2014 and focuses on four states: Gujarat, Kerala, Haryana and Sikkim. The overall objective of the project is to analyze policy making processes in selected states namely, Sikkim (the top performer on the Policy Effectiveness Index ‘PEI’ introduced in the IPPR 2014) Haryana, Gujarat and Kerala (with mixed performance on the PEI and its components) based on focused field and expert based consultations, in addition to the desk study undertaken for these states in the course of the preparation of the IPPR.

The study will try and establish the connect between the quality of the policy making process and the outcomes achieved, ascertain constraints and bottlenecks in the policy making process and, in general, identify measures that could potentially improve the development and governance process at the state-level. In a nutshell, this project will carry forward the work done in the IPPR, will dwell deeper into specific state policies, and identify the issues in policy formulation and implementation that may be contributing to outcomes that are socially desirable and relevant for attaining a more holistic notion of human wellbeing. The project is funded by JGU for an amount of Rs. 6,00,000, and is expected to be completed by July 2016.
