Prof. (Dr.) Raghavan joined the Indian Police Service in 1963 and rose to be Director General of Police (Vigilance and Anti-Corruption) in Tamil Naidu. In 1999 he became the Director of Central Bureau of Investigation (CBI), New Delhi and retired in April 2001.He is a recipient of the Indian Police Medal for Meritorious Service and the President’s Medal for Distinguished Service.
In 2001 he was a Member of the Advisory Committee on Bank Frauds constituted by the Reserve Bank of India. In 2007 he headed the Supreme Court of India -appointed Committee on Ragging in Universities, and submitted a widely accepted report containing many recommendations. In 2008 the Supreme Court appointed him to head a Special Investigation Team (SIT) that looked into the 2002 riots in Gujarat. He remained in the position till 2017. He was Security Advisor (2002-17) to the Tata Consulting Services Ltd, India’s largest IT Services company.
At the University of Madras, during 1980-1996, Dr. Raghavan taught a course in Police Administration for M.A. Criminology students. He was also part of the faculty at the Cambridge University Annual Programme for senior Indian Police Service officers at the National Police Academy, Hyderabad.
Dr. Raghavan has many publications to his credit. These include: ‘ Indian Police: Personnel, Planning and Perspectives ‘(1989 Manohar), ‘Policing a Democracy’ (2000 Manohar) and his memoirs, ‘A Road Well Travelled’ (2020 Westland). He is a regular columnist for ‘The Hindu’ newspaper. He is a co-author of many books including ‘ Indian Mujahideen : Computational Analysis and Public Policy’ (2013 Springer) . He has a chapter in a few books including Prof. Francine Frankel’s ‘Transforming India: Social and Political Dyna mics of India’ (2000 OUP)
