The paper constitutes a significant policy contribution from the Centre, situating India’s Right to Information architecture within the emerging governance challenges posed by Al-enabled public decision-making.

The paper argues that the RTI Act 2005, in its current form, operates as a reactive, demand-driven regime: the right to information is individualised, record-centric, and enforced only through adjudication triggered by a citizen’s request. The paper calls for a shift toward a proactive, systems-driven disclosure architecture in which transparency is treated as a continuous institutional obligation and a public good, rather than an individual entitlement to be claimed case by case.

[85

post-7817","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-research-and-publications
["GET
