{"id":1026,"date":"2016-01-27T09:27:55","date_gmt":"2016-01-27T09:27:55","guid":{"rendered":"http:\/\/jgu.edu.in\/blog\/?p=1026"},"modified":"2019-11-18T10:57:49","modified_gmt":"2019-11-18T10:57:49","slug":"jindal-school-of-government-and-public-policy-jsgp-sonipat-india-and-unicef-bhutan-join-hands-for-a-strategic-initiative-for-capacity-development-of-elected-representatives-policy-makers-of-roya","status":"publish","type":"post","link":"https:\/\/jgu.edu.in\/blog\/2016\/01\/27\/jindal-school-of-government-and-public-policy-jsgp-sonipat-india-and-unicef-bhutan-join-hands-for-a-strategic-initiative-for-capacity-development-of-elected-representatives-policy-makers-of-roya\/","title":{"rendered":"Jindal School of Government and Public Policy (JSGP), Sonipat, India and UNICEF-Bhutan Join Hands for a Strategic Initiative for Capacity Development of Elected Representatives &#038; Policy Makers of Royal Government of Bhutan"},"content":{"rendered":"\n<p>Sonipat                                                                                               January 27, 2016<\/p>\n\n\n\n<p>The United Nations International\nChildren\u2019s Fund (UNICEF), Bhutan has inked a Memorandum of Understanding with\nthe Jindal School of Government and Public Policy (JSGP), Sonipat for \u201cTechnical\nSupport for Institutionalization of Programme on Social Policy\u201d.<\/p>\n\n\n\n<p>UNICEF-Bhutan has\nidentified \u201cCapacity Enhancement\u201d as a key strategy to influence and leverage\ngovernment resources and align government policies and orient stakeholders in\nthe nation towards its core priorities \u2013 of Social Policy, Governance and\nProgramme Evaluation.&nbsp; The main objective of the programme is to prepare\nparliamentarians, civil servants and professionals in policy leadership along\nwith practical skills and rigorous analysis in designing and implementing of\nsocial policies through evidence building.<\/p>\n\n\n\n<p>JSGP in an institutional alliance with\nSherubtse College, Royal University of Bhutan (RUB) is executing this programme\nover two weeks (21 January &#8211; 6 February, 2016) in Kanglung, a province in\nEastern Bhutan, on (i) Policy Analysis, (ii) Governance and Public Service\nDelivery and (iii) Leadership and Management of Social Policy. <\/p>\n\n\n\n<p>This landmark event was inaugurated on\n21<sup>st<\/sup> January 2016 by Trashigang Dzongda Dasho Lungten Dorji followed\nby a traditional Bhutanese Marchang ceremony.<\/p>\n\n\n\n<p>Ms Shaheen\nNilofer, Resident Representative &#8211; UNICEF Bhutan reiterated that the\npartnership between UNICEF-JSGP to deliver the certificate programme on social\npolicy aims at transformative leadership at all levels to design and implement\neffective and evidence based policy making for positive change.&nbsp; She pointed out that because Bhutan is in the\ntransition to Middle Income Country in few years to come and with a strong\ncommitment towards Sustainable Development Goals (SDGs) this programme becomes\neven more important to ensure specific focus on equity and efficient service\ndelivery for children, women and vulnerable population groups. The UNICEF Representative\nwelcomed this unique cross-country collaboration between UNICEF-JSGP as an\ninnovative modality to tap into the global knowledge and expertise of O.P.\nJindal Global University to collaborate with Sherubtse College to mutually\ngenerate transformative ideas and action plans to promote evidence and result\nbased policy making and implementation.<\/p>\n\n\n\n<p>Dasho Nidup\nDorji, the Vice-Chancellor of Royal University of Bhutan expressed enthusiasm\nover the unique tripartite affiliation between UNICEF-JSGP-RUB in transforming\nthe public sector management through capacity building and indicated positivity\nin futuristic developments that this development could unfold to promote\nregional co-operation in knowledge exchange.<\/p>\n\n\n\n<p>Prof Sudarshan Ramaswamy, Dean-JSGP, observed\nthat this collaborative venture holds the promise of generating fresh\napproaches to policy-making that are grounded in the philosophies, cultures,\nand civilizational values of the South as distinct from those that emanate from\nthe North.&nbsp; The Gross National Happiness\nvision of Bhutan is an idea whose time has come because of the 21<sup>st<\/sup>\ncentury imperatives of environmental sustainability, equity and justice.&nbsp; <\/p>\n\n\n\n<p>Prof Anuradha\nPalanichamy, Assistant Dean (International Collaborations), and Programme\nCoordinator for the UNICEF-Bhutan initiative, said that JSGP through this pilot\nprogramme seeks to engage continuously with elected representatives and policy\nmakers of Bhutan to enhance their capacity to appraise policies, strengthen\nprogramme implementation and leadership development internationally in support\nof UNICEF\u2019s regional strategy on \u201cSocial Policy Transformation\u201d and accelerate Bhutan\u2019s\ncommitment and achievements towards global development commitment including the\nSDGs.<\/p>\n\n\n\n<p>This 15-day\nintensive executive programme is structured to deliver both classroom as well\nas practical learning through webinars, discussion on real\ncase scenarios and thematic debates, using executive education\nstructure and methods with guest lectures from renowned national practitioners\nincluding the Prime Minister\u2019s Office-Bhutan, and several international\nexperts.
