Another path breaking initiative by O. P. Jindal Global University is the programme on Utility Regulations and Strategy for Regulatory Bodies of India, currently being conducted by Jindal Institute of Leadership Development and Executive Education (JILDEE).

A first of its kind in India, the programme aims to strategize the many challenges of infrastructure development and regulations present for the regulatory agencies and service providers. The course is designed to enhance economic, financial and strategic skills of the senior utility regulators and regulatory strategists from around the country.

Speaking about the initiative Professor (Dr.) C. Raj Kumar, Founding Vice Chancellor O.P. Jindal Global University said, “The programme on Utility Regulations and Strategy for Regulatory Bodies of India is truly unique as it is the first time that a comprehensive and combined programme has been designed and is being delivered to all major regulators in the country.”

Professor Kumar further stated, “While the last few years of JILDEE’s work has been stellar, we need to work towards expanding and deepening these programmes. The opportunity to train the various civil services in India and most recently in Afghanistan is truly phenomenal. Our work relating to training is very critical as we are making a profound impact on different aspects of governance within India and overseas. This is a very important way by which we are contributing to nation building.”

The six day programme is structured to encompass subjects like Rationale for Economic Regulations, Tariffs and Compensations, Mergers and Acquisitions, Competition Policy and Safe Guards and Best Practices in Regulatory Oversight etc.

The 20 participants are drawn from various government organizations like SEBI, AERA, PNGRB, CERC, TRAI and CAG. This course is unique in the sense that these types of courses are only run in universities abroad at UK and USA.

Rahul Gunwant Kelapure, a visually impaired officer from SEBI who is attending the course while speaking on the quality of the programme said, “All other trainings that I have done previously were related to my area of regulation that is securities and finance, this is different and unique as it has given me an opportunity to understand the perceptions of other regulators in the country as well as understand how they perceive us.”

Mr. Kelapure was really appreciative of the support being given to him by JILDEE “Everybody has been very sensitive and understanding of my needs, adaptions done specifically for me are non-excessive and non-judgmental, even soft copies of all notes have been converted to braille and made available for me. The JILDEE officers have been truly exceptional in their management.”

Lt Gen Rajesh Kochhar (retd), Director JILDEE maintained that “JILDEE seeks to draw the intellectual resources available at the JGU in collaboration with its academic partners to promote leadership development and capacity building at the highest level of decision making.”

JILDEE has established an institutional framework to provide training, capacity building, executive education, continuing education, and leadership and management development programmes for a broad range of individuals and institutions in government agencies, public sector organizations, corporations, non-government organisations, intergovernmental organisations and various government departments in India and beyond. It has developed and delivered programmes for the officers of the IPS, IAS, IRS, Army, State Administrative Services, IFS as also officers from the government of Afghanistan and Bangladesh.
